The doctor with “fake diploma” | The prosecutor's office filed three cases for abuses in the Vevcani Health Center

Основното јавно обвинителство Струга, постапувајќи по поднесена кривична пријава, оформи предмет против едно лице кое е пријавено за кривичните дела – Фалсификување исправа од член 378, Измама од член 247 и Надрилекарство предвидено во член 209 of the Criminal Code.

The applicant, иако знаел дека не поседува документација која е потребна за вработување, изготвил лажни исправи – фалсификат уверение за положени испити на факултет за медицински науки и фалсификат уверение и лиценца од Лекарската комора. Документите ги употребил како вистински и со нив во два наврати се пријавил на оглас за работно место – доктор во ЈЗУ Здравствен дом – Вевчани. Првиот пат на огласот во 2016 година не бил избран, Compared to ten years ago 2018 година бил селектриран и вработен.

Со употреба на лажните документи пријавениот ги довел во заблуда членовите на Комисијата за селекција при вработувањето дека ги исполнува условите предвидени во Законот за здравствена заштита. По основ на договорот за вработување, in the period from 26.11.2018 to 19.10.2022 year, а и претходно со склучени договори на дело, пријавениот извршувал работни задачи на работно место – доктор по медицина без соодветна стручна подготовка и се занимавал со лекување и давање медицинска помош. На овој начин тој го довел во ризик здравјето на пациентите, односно постојат сомненија дека сторил кривично дело – Надрилекарство.

Additionally, in the full examination of the said event, The Basic Public Prosecutor's Office Struga came to other knowledge based on which it established two other cases.

The, the first case concerns the director of the Vevcani Health Center, for whom there are indications that from 2019 year had certain knowledge that the person who presented himself as a doctor did not possess a license from the Medical Chamber. He was notified of this in writing by a letter from the Medical Chamber. However, despite such knowledge, he enabled the applicant to continue practicing medicine at the Health Center in Vevcani until the second half of 2022 year. In this way, there are indications that the director of PHI Zdravstven dom Vevcani committed a crime - Abuse of official position and authorization by a member 353 of the Criminal Code.

From the documentation provided, The basic public prosecutor's office in Struga came to the knowledge that an advertisement for employment in 2019 In 2008, two female candidates who did not have licenses at the time applied to the PJU Zdravstven dom - Vevcani. Besides that, The Employment Selection Commission concluded that they meet the legal requirements. Considering that without licenses they could not be employed as doctors in a health facility, a contract was concluded with them and they were accepted as trainees. After a few months later they secured the licenses, without a new announcement being made, employment contracts were concluded with both candidates.

Bearing in mind such insights, Основното јавно обвинителство Струга испитува наводи за кривични дела – Злоупотреба на службена положба и овластување од член 353 и Несовесно работење во службата според член 353-в од Кривичниот законик за директорот на ЈЗУ Здравствен дом – Вевчани, as well as for three members of the Employment Selection Commission.
