Honorable citizens, Rami's rule(with) Merkos with the Municipality of Struga, could well be defined as a soap opera with four sequels, or a catalog with the theme of bad governance, mismanagement and blackmail, in the function of doing politics to ensure blackmail votes at election time and enriching a handful of people around the Mayor of the Municipality, that the only code is the material enrichment and alienation of public property without taking into account the interests of Struga citizens and the damage they bring to Struga.

Strugans have seen this telenovela where the main actor in the first term, both, third or fourth, he is the one who promises everything and delivers nothing. It is obvious that the mayor Ramis(with) Merko lives in his surreal world especially in the fourth term where he has reinforced the conviction of living outside of reality and by changing the office and the nightstands of his work office, he thinks he has changed Struga.

Investments, even though they are made in most cases only before and during campaigns, are of the weakest possible quality and outside of any standard, or to say in Albanian "step and go" – a little rain is enough in Struga, to see the condition of the roads, sidewalk, the infrastructure in general and the violations of all standards and regulations by this government that does not create any benefits and satisfaction for the citizens and is forcing the Strugans to run away from their eyes and feet in the direction of emigration.

When we talk about investments, we will accept two successes to the Mayor of the Municipality – because we cannot accept it in the first year of the fourth term: the illegal transfer of the municipal administration to the former primary school building, without a Permit for the reconstruction and adaptation of the object and without the approvals and positive opinions from the competent republican bodies, as well as finalizing the renovation of the facade of his famous University, which also shows the philosophy of thought and action of the Merko Administration, – COSMETICS AND NOTHING SUBSTANTIAL, just as Mayor Merko knows how to do most of the works, and which undoubtedly present a "deserved success".

Municipal administration is the sector where the power of Ramis(with) Merkos has installed the principle of governance towards citizens, IE. whoever serves more climbs higher in his taraf.

And in all this crap, the director is the same, but now it is reinforced with docents and doctors who have no educational or cultural identity, but the only thing they know and know how to do, they have the servility and silent approval of every decision at the head with the "famous" docent doctor in Struga - the head of the "Bermuda Triangle", the man who is asked about everything in the Municipality of Struga, for any employment in any public institution in Struga, and surprisingly, this same person does not hold any position either in "DVI Struga" or in the municipal administration of Struga, but that's another story for treatment…

Dear attendees, dear citizens, now allow us to present before you the main failures of Ramis' year(with) Merkos, as Chairman in the Fourth Mandate in the Municipality of Struga:

1. Unfortunately, bullying continues, Intimidation, the threat and internment of administration workers in facilities without any conditions for employees' work, municipal administration professionals with the aim of their degradation and primitive political revanchism,
2. Scary nepotism and politicization in every corner of local government, in the Municipality and local public enterprises, through primary schools and municipal secondary schools, health and other public institutions,
3. Problems with the management and appointment of almost all principals of primary schools in the Municipality of Struga, politicization for political points parallel to learning in the Albanian language on p. Podgorci,
4. Stray dogs are already the biggest problem in the Municipality, no concrete measure and action for this problem from the Municipality, even though the Municipality is legally obliged as a competent body for this problem,
5. The permanent problem with beggars in the municipality during the tourist season and throughout the year in Struga,
6. Problem with blocked traffic in the city during the tourist season, with parking in the city, problem with public lighting in the city and in the villages, citizens even though they pay the bills for public lighting, public lighting does not work, or works poorly.
7. No transparency and accountability towards the use of public money of the Municipality, and no justification for the increase in the debt of the Municipality of Struga, without any serious project,
8. Use of official local government vehicles, in the municipality and local public enterprises, as well as other municipal resources for the personal needs of employees in the municipal administration, and family members employed in the municipality,
9. Filling the management boards of public municipal enterprises with family members of political leaders and employees of the President's private University,
10. Political game for votes, with the landfills and quarries of Struga, not taking into account the health of citizens and the interest of private businesses, holding hostage the people around the quarries and concession companies, exemplifying uncertainty for business and business development as a whole,
11. City dump, that he gave as a gift to the citizens of Struga in his first mandates, to this day it remains in place, without any initiative and plan for systematization, its adjustment or relocation, turning it into a source of pollution for the whole city with legal proceedings...,
12. Wild dumps have been added in various places of the city and surrounding villages, I salute the citizens who reacted at any time, and that is directly at odds with the much talked about green agenda, but which directly affects the living environment and the consequences for tourism,
13. None of the sewerage networks implemented in the villages are complete, although partially realized internally, for which public money was spent, they remain out of order, Koroshi shtë, Dollogozhda, meadow, Veleshta, Llozhan, etc..
14. Construction without criteria and outside of any legal norm around the city beaches and in the city enabling the political relatives of the mayor or political activists to create business on the lake shore and in the inner city,
15. No activity and zero procedures regarding the implementation of the General Urban Plan of Struga, with an expiration date of up to a year 2017, and General Urban Plans, for the Guri i Dreri Tourist District, Kalishta, Belice Lower and Belice Upper, It's cloudy, Bixhovë, Novo, Lower Tatesh, let's not talk about advancing the existing Urban Plans for other settlements, when we consider the fact that Struga has villages with dynamic development,

18. wants the principle of controlled tendering procedures, where two are mainly favored – three companies, very close to the mayor, in the field of implementation of construction works and a company in the field of supervision of construction works,

Because of this phenomenon, Dear citizens of Struga, qe 20 and some years in Struga and the Municipality, no infrastructural project is finished and complete according to the technical standard and rule, which means the works were paid for with the people's money, but they are not finished, The Supervisory Body must bear responsibility, and these investments made "step and go" have not brought any benefit and satisfaction to the citizen in the Municipality of Struga. Example of illumination of the bank of the river Drini i Zi, construction works on the road from the roundabout near the city cemetery to the roundabout in front of Turstike Street, "Congresi i Manastir" street, the road from Hotel Drini to Euro Hotel, roundabouts all with technical problems, the fact of the roundabout at the Morovishta Bridge,

The phenomenon of using public spaces in the city without a relevant decision and permission for parking needs during the summer continues., in some cases taking money for parking lots and not giving a fiscal coupon. The phenomenon of usurpation continues – the use of the right of use by a private hotel, the best part of the shore of Lake Ohrid, namely the entire city beach with a very dubious decision in the Municipal Council where a hotel is given the right to privatize or use the best part of the lake shore.
22. The problem with casinos in the city continues, even though they started the third term campaign for their closure, yet the Municipal Administration has not done anything in this regard, but on the contrary their number has increased.

The mocking and trampling of Struga citizens who have their own financial demands for the lands taken by the municipality of Struga for the opening of roads and alleys in the city continues., not compensating them even though they have powerful court decisions, through the "fifty-fifty" principle,

The Municipality of Struga continues for a long time to function with a "financial framework" which is totally illegal, one of the most inhumane and anti-economic in the country, financially harming the citizens and businesses of Struga in the most arbitrary way possible regarding the payment of debts and demands of citizens and business and favoring individuals and companies close to the current mayor of the municipality.
